Promoting organic production and marketing systems through policy, information and advocacy (PROMS III)

PROMS III is supported by EED, Germany”. The project aims at tackling the gaps and opportunities identified in the areas of policy implementation, research, education and extension, farming and marketing of organic agriculture (OA) in Nepal.

The PROMS III primarily builds on the learning, achievements and experiences of the PROMS I & II in the earlier years, with additional emphasis of extending benefits to the marginalized and small farmers. Taking the important and relevant recommendations into consideration, the project equates synergies with the programs of government, research institutions, vocational and university education, farmers’ organizations, business sector and other development actors.

Activities

The project activities are grouped under the following components and they are:

Study and Research

Facilitate the process of validating of facts for informed techniques through research while collaborating with NARC; facilitate standardizing the organic agriculture techniques and inputs, education and extension services in participation and collaboration of DoA, NARC, IAAS, HiCAST and CTEVT.

Capacity Building

Training to instructors of CTEVT, IAAS and HiCAST on organic agriculture based on the new curricula of organic agriculture; training to agriculture extension officers and workers on organic agriculture and organic certification

Information and Documentation

Document current knowledge, skills, expertise, technologies and other resources; identify adopted technologies as well as pilot initiatives on organic agriculture for learning and doing; identify innovative eco agro-enterprises and assess performances and interests in organic businesses; initiate building up database and facilitate the information support system; disseminate information through radio program, media and various publications;

Organic Agriculture Education

Review the vocational curricula being taught for junior technicians (JT) and junior technical assistants (JTA) by Council for Technical Education and Vocational Training (CTEVT) involving Institute of Agriculture and Animal Science (IAAS) and Himalayan College of Agricultural Science and Technology (HiCAST); design and develop organic agriculture curricula for them;

Group Partnership Development

Link organic growers with the major line agencies and development organizations; facilitate partnership cooperation between organic growers, organic certifiers, market outlets and business organizations; distinguish the organic products between domestic consumptions and export markets and link with investment potentials while facilitating with the banks and financial institutions

Advocacy and Policy

Create enabling environment for motivated actions to fill in the gaps in policies, strategies and practices; assess certification processes (ICS and PGS) while drawing learning from neighboring countries and promote implementation of ICS and/or PGS bringing in government supports – building up the certification incentive mechanism in consideration to poor and small farmers; facilitate formulation of the comprehensive guideline on NOAAB’s operation and advocate for institutional arrangements through the Department of Agriculture (DoA) to developing strategies, programming and implementation of OA related activities; Facilitate strengthening the National Coordination Committee for Organic Agriculture Production and Processing System (NCCOAPPS) established in MoAC;  Form advisory forum of like-minded specialized organizations and contribute in the policy formulation while facilitating top down–bottom up initiatives; facilitate streamlining legal and regulatory arrangements in creating enabling environment to practitioners of organic agriculture.
